Decentralized governance, a Voting smart contract

Governance of linera should be fair and decentralized by the community. Usually in blockchains, a voting smart contract is used to vote on critical and consensus breaking features. There should be a contract where Linera Improvement Proposals (LIPs) can be proposed by any one.
