If there are a lot of bundles in the outbox, CrossChainRequest::UpdateRecipient can become very big. If it would exceed the gRPC message size limit we need to split it up: Only send the oldest messages up to the limit. Send the next batch once ConfirmUpdatedRecipient arrives.
