Expose owners to the project detail page

Since OWNER is only accessible from the Members tab in the project settings, GUEST or MEBMER cannot see who the owners are. https://github.com/line/centraldogma/blob/015db56092b3acb34e3264273a38f7faed17e9f5/webapp/src/dogma/features/project/settings/ProjectSettingsView.tsx#L50 Exposing owners to the project detail page would help the users know whom to contact when requesting additional roles.
