Add Windows 10 toast notifications

Hey!

I just found a nice library on a Reddit thread (you probably saw it too) to display Windows 10 "toast" notifications.

Any thoughts about integrating zroya or Windows-10-Toast-Notifications into notifiers?

Yeah, i saw it too. I am definitely planning on adding this functionality (can't commit on the exact implementation yet) but not at this time. I want to add a bunch more notifiers that do no require additional dependencies before moving on to a different level of providers. I'll definitely keep this open though, and thanks for the feedback!
