Configure consensus to keep all WAL files

Tendermint keeps 1GB of wall files history but we would rather keep all of them. Configure the limit sufficiently high enough to do so. 50GB?

Reason why is to be able to know who voted on what block at any point in history, even though Tendermint requires only last 2 blocks voting history.
