Add support for OTEL_SERVICE_NAME

Use OTEL_SERVICE_NAME as the main value instead of LS_SERVICE_NAME, which we will be deprecating - see https://github.com/lightstep/specs/blob/main/daq/launcher.md#legacy-configuration-options
