map view becomes slow to respond when the tree is large

things that are slow to respond include:

• panning (via click and drag)
• double clicking on an Outcome to open it in Expanded View

This is getting into performance issues... time to start looking at more optimization

We've made a couple improvements on this recently, after doing a bit of analysis of the performance bottlenecks. I am watching to see if this still needs work.
