Remove `DefaultChannelConstraints` from PartialChainControl and lnwallet.Config
Change Description
In an investigation on how ChannelConstraints were used throughout the codebase (in preparation for dynamic commitments), I stumbled on some dead code/data structures. This PR trims them to the smallest used set. In theory this should result in no semantics changes.

@morehouse Big fan of the goal of your PR. Would you be interested in rebasing it and then I can add it to my review queue?
As for this change here, I did this because I was exploring the surface area of the usage of ChannelConstraints and found it in a place it doesn't belong. I'm doing this because a big chunk of the dynamic commitments work is related to channel constraints. So I do think that pulling in more of your changes would be out of scope for that.
Would you be interested in rebasing it and then I can add it to my review queue?
Eventually, maybe. It's been awhile, so I probably need to self-review it first. Unfortunately, it's not a high priority for me anymore.
