Display autoloop suggestions

Autoloop suggestions are being implemented in loopd (ref: https://github.com/lightninglabs/loop/pull/265). We should display these suggestions in the UI to recommend which channels should be looped. There is a bit of configuration required for this feature, so we should allow users to modify the config from the Settings screen.
