Better parallelize MPP sends

Similar to #3986 but on the sending side, probably we can just shove the HTLCs in the holding cell and call it a day (leaning on the message-send-time holding cell emptying). Might not even need any complexity re: crash safety cause we already rely on users reading the pending HTLC list and retrying things that are missing.
