Support async signing for V2 (dual_funded) channels

Follow-up to #3137 once that lands.

The async-signing stuff predated the above PR, and we need to support that for V2 establishment too, but we don't want to block splicing work.

We're gonna walk back our v2 enablement for 0.1, so this needs to happen for 0.2.
