Send latest revocation_secret for channels force-closed by counterparty upon closure confirmation

If the counterparty force-closes with the latest state and we are still able to send them a message over TCP, once the commitment transaction confirms, we could send them the latest revocation secret to allow them immediate access to their balance.

Yup, very much so. It's a medium-term future issue, I think. I imagine the spec should be fairly straightforward (famous last words).
