Bolt 02: Limited the scope in which the funding TX MUST NOT be broadcasted

At some point the funding TX should be broadcasted as indicated later in the protocol. So I thought I limit the scope for the MUST NOT part in funding created. To be more specific.

I don't think this is necessary honestly. When you're receiving the funding_created you MUST NOT broadcast the funding tx. You don't need to know more than that, simply don't broadcast it. Then in the section that explains how to handle funding_signed, that's where we tell you you can broadcast the funding tx.
