pre-funding_locked messages

The current spec doesn't explicitly forbid various messages (eg HTLC add/remove) pre-funding_locked (or, at least, I dont see where it does but may be missing something) though clearly intends to. While its pretty obvious that is nonsense, it also doesn't forbid update_fee pre-funding_locked, which is not obviously nonsense, but it wouldn't be clear how to handle it as you wont see a commitment_signed/revoke_and_ack pair to lock in the update.

Proposing to put on the freeze any BOLT changed authored by Matt Corallo as his behavior is not compatible with professional standards and until there is clarification of his attitude and his many abuses of the the code of conduct, starting by its establishment.
