meta: update the link to the ML
This commit is updating the link to the ML and redirect users to delvingbitcoin forum.
We started using the delvingbitcoin bitcoin until we decided to switch to another platform last year. See [1] for more details
Maybe we should discuss whether we're happy with delving, it doesn't really seem like people are really using it for lightning discussion.

I think the problem is not that delving Bitcoin is no thread about lightning, but if the delving is slowing down the contribution or if it is making confusing contribute
Plus, we should also solve the problem of reviewing big PR, like offers it is quite messy on github, and ML could help here
