The bottom half of the 'Save Chart' modal takes longer to load and resets the input when it has been fully loaded

1. When I hit 'Save Chart', the modal initially appears like this:

2. I start to type the chart name

3. But after a long delay, the bottom half of the modal loads and clears the chart name. I now need to start again.

Expected behaviour: Either the whole modal loads at the same time, or we make it clear that its still loading and prevent the user from filling out the form until it has fully loaded.
