I want the --disable-timestamp-conversion CLI option value to be picked automatically from project settings

Description

We can get this option from the active project configuration and keep the CLI option as an override. It should work for dbt deploy and dbt preview. The only command that wouldn't support this is the deploy --create

What problem does this solve?

I don't need all my developers to set this option on CLI commands if we already configured it in the project settings.
