I would like to restrict access of certain users to dashboard comments
Currently when a user has view access to a dashboard it can see all comments in it.
We should have a way to allow a user to have dashboard access (view) but not to comments.
TBD: this could be partial comment access (e.g. user cannot see comments marked as internal)

The customer has requested a feature to manage comment visibility based on user groups, distinguishing between internal users (e.g., those with a company email domain) and external users. They would like to either disable comments entirely or restrict them for specific user groups. In the long term, they are looking for more granular control over comment visibility, allowing selective sharing of comments with certain users or groups based on internal or external status.
