config update HOCON Playground link

The HOCON Playground site, hocon-playground.avelier.dev, added in #560, is currently non-functional, returning a Bad Gateway error.

I forked the site, made considerable improvements (see my fork's commits), and hosted it at hocon-playground.tehbrian.dev. My fork has been useful for me (as I used the old site quite often), so I figured it'd be useful for others as well.

Just curious, since I am considering using your forked playground's URL in my own project. Do you plan to maintain it in a long while? Or is this something that also might disappear in the future?

If you're not planning on maintaining it then maybe another URL should be considered for this PR. E.g. https://toolbox.helpch.at/validators/hocon

Yup! It'll stay around as long as I stay around. (No promises past my lifespan, though.) I've also got a pretty good track record with maintaining my (dozen or so) sites; tehbrian.dev just passed its 4 year anniversary.

I'm also planning to implement a few improvements, particularly dark mode. If you have any suggestions, please feel free to let me know!
