Google auth of non whitelisted users

I have used GateOne for a long time and its been great. I am setting up a new server and testing out Google auth since PAM doesn't really work from within a docker container. I noticed that Google users that are not whitelisted are still able to authenticate. They can't use the SSH app but it still loads the page with a few icons on the left and gray background.

Is this normal or is there a way to have a access denied message?
