• What is the reason for this? I need to output a fixed sampling rate, and what methods can be implemented

I'm the author of dr_mp3. You should post your questions in the dr_libs repository - dr_mp3 and minimp3 are different projects maintained by different people.

But to answer your question - because it was causing too much of a maintenance burden. You will need to the conversion yourself or use a resampling library. There's plenty of libraries out there.
