detect and convert ICCF notation

The change solves #10983 by detecting ICCF notation for conversion to algebraic notation.

I cleaned it up and fixed the warnings, but it's still not working. Have you actually tried it?

The linting fails although we haven't touched _index.scss. After running git pull origin support-iccf-notation I still don't have the file on the local machine.
