testlocale occasionally timesout

I've just seen testlocale time out on ci (nothing to be seen on stdout).

Perhaps related, a successful run of testlocale emits errors on ci:

6: ERROR: Could not create swapchain, failed to claim window!
6: WARN: Window already unclaimed!
6: INFO: Locales, in order of preference:
6: INFO:  - en_US
6: INFO: 1 locales seen.
