Be able to request peer review even if you are a trusted contributor

Sometimes a possible change to an article may require additional discussion or just a peer confirmation on changes, and currently if you are trusted contributor - you are always editing pages directly, in live mode, so you have to discuss them on some other medium which may not be always a good option.

It would be nice to have a button/checkbox near submit on Edit page like "Request peer-review instead of applying changes" that would use the regular user flow, creating a PR where all necessary discussion can happen.
