can lutro be also independent of libretro?

just asking if you guys could put a compiled lutro for ps2 or maybe all other platforms, like, if its done:

"i have this lutro.elf im gonna open it" "lutro opens" "lutro searchs on the current directory is being executed by a folder with lutro/main.lua on it" "* the game begins *"
