Video border and Savestates

A couple of doubts:

1. Would it be possible to add an intermediate solution to the CORE option fuse_hide_border = enable / disabled? If I enable it, the video border occupies TOO much area on the screen but if I deactivate it, the border effects are not seen. It would be interesting to be able to see them but for them to occupy less screen area

2. Is there a keyboard shortcut to do a savestate or loadstate quickly?
