Makefile.libretro addition

Newer compilers fail to build due to throw exceptions no longer being supported.

I just added CXX to the top of Makefile.libretro The build on the downloader for Linux x64 (x32?) does not have dynrec enabled and on my system the rebuild goes from 350fps to 950fps.
