Input issues in Android

On Android handhelds (with a built-in controls) inputs don't work after launching the core. It's impossible to even open the retroarch menu with hotkeys, no response at all. Only method working is 1) enabling input overlay -> 2) entering the retroarch menu touching the "retroarch" icon on the overlay ->3) now the controls work in the core and in retroarch too.

Hey, found this while researching the same issue on my device

Enabling early polling in Latency menu fixed this for me.
