[Beetle PSX HW][Vulkan][Windows 10] Throttle does not occur based on controller input

Description

Fast forward is bugged when controller input is set to Dualshock instead of Analog Controller.

May be related to this bug and this solution

Expected behavior

It should speed up

Actual behavior

It doesn't actually speed up.

Steps to reproduce the bug

  1. Use Xbox one controller on Bluetooth and set Port 1 control to Dualshock
  2. Set hotkey to press joystick
  3. It doesn't turbo

Bisect results

It happens when the device type is set to Dualshock, Analog Controller or PlayStation Controller seem to work alright

Just tested it myself, and it does indeed happen when using an Xbox One controller, but not when using a Dualsense controller through DS4Windows.
