[Feature Request] <FEATURE NAME> open emulators

Hi i want open emulators not cores in retroarch like frontends example in lonch box i can run bizhawk or ares

We've considered doing this, but we've decided not to because RetroArch is not a launcher, and giving it launcher capabilities would be confusing for users because none of RetroArch's features would work on things launched through it.

Something libretro-bash-launcher could do this, but as hizzlekizzle mentioned, I don't think this is in scope for RetroArch itself.
