Retroarch will occasionally download all cores instead of just updating installed ones

Description

Occasionally using the Online Updater will download all cores instead of just the installed ones.

Expected behavior

Download the latest versions of the installed cores.

Actual behavior

Downloads all cores.

Steps to reproduce the bug

1. Start Retroarch
2. Select Online Updater
3. Select Update Installed Cores
