genesis_plus_gx_libretro core is broken in Windows XP (MSVC2010) version

Windows XP version of RA gets Genesis Plus GX core broken. When any game starts, the emulator just crashes whole RA program.

@Psycho-A just in case you still care about this, after a bit (ok, a lot) of Googling and downloading an old version of MinGW-W64 (GCC-7.3.0), to my own amazement I actually managed to get genesis_plus_gx_libretro.dll compiled and working on WinXP from the latest source. I did this for my own WinXP system but I'm happy to send it over if you want.
