Why not naming these thumbnails with romset name(1942.zip -> 1942.png) ?

So I can make database myself (e.g. localized title) and use same thumbnails.

Thumbnail names generally match the playlist title from the database.

yeah, but it will not work if the playlist is localized. RetroArch itself is multilingual, why not playlists?
