Add Packet Loss Measurement to LibreSpeed

Description

Add Packet Loss Measurement to LibreSpeed and store in the db using telemetry

Why it should be implemented

The government of India has come up with compliance requirement to measure latency and packet loss apart from what you alread measure like bandwidth, and jitter,

also if there could be an option in the page to add the customer id, so i can store the results in the db for compliance submission
