REFRESH MATERIALIZED VIEW after db:create db:migrate

When following the instruction at https://github.com/librariesio/libraries.io/blob/main/docs/development-setup.md you receive an error after executing irb> PackageManager::NPM.update "pictogram" that the materialized views need to be refreshed. This can be done with REFRESH MATERIALIZED VIEW public.project_dependent_repositories WITH DATA; I think this should be done automatically in db:create or db:migrate alternatively this should be added to the documentation.
