Suggest a License link to GitHub license chooser for GitHub-hosted repos

Currently https://libraries.io/explore/unlicensed-libraries links "Suggest a License" to a repo URL:

https://github.com/librariesio/libraries.io/blob/a4c6f96082863f0b0b64e47b2958a295d8d41204/app/views/projects/unlicensed.html.erb#L17-L19

If the repo is at github.com, it might be nice to link directly to a license chooser for that repo. Such a link can be constructed:

https://github.com/{USER|ORG}/{REPO}/community/license/new

That list of licenses on GitHub is weak. Not even a mention of WTFPL, perfect for those who think licenses are for lawyers.
