Perform leader election for each component in stork separately

What happened: Need to spread the controllers across the different stork replicas

What you expected to happen: Since there are multiple controllers now it would be good to spread them on the different replicas. This can be done by performing leader lection separately for each one of them. The extender still needs to run on all the replicas.
