Feature Request: API endpoint to support "pxctl volume import" functionality

Hi, I was wondering if you could implement the functionality found in the CLI for pxctl volume import into this API. We recently had a beta client with a need to pre-populate a volume with data/images to seed a machine learning container.

We ended up SCP-ing the necessary files to a DC/OS node and using the CLI to accomplish this as a one-off task, but we were thinking that adding this type of feature to our orchestration engine would be a nice thing to have to expose to end users if it was ever exposed through the Web API.
