License ambiguity: LGPL-3 vs. LGPL-2.1+

Hey, README.md and COPYING both points to LGPL-3 license, but all source headers actually have LGPL 2.1 or later (except some Expat here and there). Obviously “LGPL 2.1 or later” matches LGPL-3 but it might make sense to adjust in one way or another.
