Publish Python 3.13 wheels

Hi, would it be possible to release Python 3.13 manylinux wheels to PyPI? Thanks!

Python 3.13 was released today. Wheels do seem to be building fine on master (https://github.com/libgit2/pygit2/actions/runs/10476397919/job/29015192672), so it's hopefully just a matter of cutting a release for PyPI.

Yup, I can see the wheels on PyPI. I don't have permission to close the issue though, so it'll have to be a maintainer.
