Set up an IRC bot

Still haven't done that. Ideally, it would post:

  • [x] GitHub issues and pull requests (GitHub's stupid bot only posts PRs)
  • [ ] New Liberapay teams and communities
  • [ ] State changes of support requests (#11)

And in a separate #liberapay-stream channel:

  • [ ] Twitter activity
  • [ ] Diaspora* activity
  • [ ] Facebook activity

Gratipay uses https://github.com/gratipay/roobot. Another bot I know of is https://github.com/RouxRC/gazouilleur/ but it's centered on Twitter.

Maybe notifico! could act as a temporary workaround for github commit/pullreq/issue?
