The impossibility of automatic renewals with PayPal isn't explained

Someone tried to donate to my program and got the message below. Can you explain to me why?

"Automatic renewals are enabled for this donation, but are currently impossible due to payment processor limitations."

Because you've only connected a PayPal account. If Stripe supports your country, then you should connect a Stripe account.

Here it says you can make Paypal recurrent donations, so why does the website say it is not supported? https://www.paypal.com/hk/webapps/mpp/automatic-payments (but after signing in, it says that the page doesn't exist)
