Phones with poor GPS/location accuracy might not display StreetViewPanorama

In phones with poor location accuracy (like HTC Evo, Android 2.2) the current location + poor accuracy combined with a "private" location or near a body of water, can make the streetview unavailable.

• Not every location from google maps has a streetview (due to privacy or on water)
• The current jQGMap plugin doesn't allow checking for case of No StreetViewPanorama
• When request StreetView in above cases, the streetview will not display or show blank streetview, without error message or warning
