User Settings broken?

As i want to redeclare some settings (e.g. afn_insert_dimensions => false) i open ... Package Settings -> AutoFileName -> Settings - User. But everytime this refers to the default User Preferences.sublime-settings.

Is this by purpose or a bug? Redeclare settings within the global Preferences.sublime-settings does not work.
