allc_to_region_count() missing 1 required positional argument: 'cmeta_path'

I recently noticed the function allc_to_region_count() in ALLCools 1.1.0 requires an additional argument 'cmeta_path' that is not described in the documentation, which subsequently causes an error when running allcools allc-to-region-count from the command line. Earlier versions of ALLCools don't require this argument, so I'm not sure if this is a bug or if the documentation simply hasn't been updated.
I tried earlier version of ALLCools without 'cmeta_path', although there still existed some other issues, at least it could run without error.
@rogadde can you provide a detail error trace? The cmeta_path is for the BALLC format, which shouldn't impact normal ALLC. Thanks
