Support for Windows

It would be amazing, if your action could also support WSL in Windows. I'm the creator of https://github.com/Vampire/setup-wsl and right now need to investigate some strange behavior within the WSL distribution on the Windows runner. It would have been very nice if this action could have been used for that.

As tmate.io was discontinued now (https://github.com/tmate-io/tmate/issues/322#issuecomment-3083622301) it would be great if Windows support could be reconsidered, as by tmate.io being shut down of course also action-tmate is no longer usable unless you self-host a tmate server.

Through WSL would be one way, but a direct support like in action-tmate would be more awesome.
