CIA: timer issues

CIA emulation (which itself is very incomplete in Xemu) seems to have serious issues with timers, maybe both linked (to a 32 bit single timer) and "unlinked" state as well.

note to myself, effect of commit b0f3e4e275887e6c7fadacf01e7cc81ae0f1e9d1 should be checked ...

As far as I can tell, the linked timer mode should work now, the question here if there is something left here to fix ...

I close this for now, since the major concern was the linked mode ... Which is hopefully OK for now.
