Percentage recognition and normalisation

The alternative forms for percentages and fractions are not always treated correctly:

  • the forms 1:1000, one third are not correctly parsed
  • normalisation of 100% is converted as value 1 and unit one. Need to be verified as the unit seems superfluous.
