Possible race condition at startup for federated execution

This CI test has failed with the following error:

Federate 0: FATAL ERROR: get_next_event_tag(): Earliest event on the event queue (-3001) is earlier than the current time (0).

This could be caused by the RTI not waiting for all federates to start.
