Behavior once the controller is down for a while
I observe that non-onboarded EVE that can't find a controller for a long time (say 2 days) then doesn't onboard if a controller is up. Is it an expected behavior? I expect the eve to be able to onboard...
To reproduce:
- Get eve image (Use Eden/ADAM as a controller) 2)Don't do eden start 3)Wait 2 days 4)Eden start 5)Eden eve onboard
I see no logs from the controller side.

Adam at this time was offline @rvs . So it looks EVE behaved correctly. Then (in 2 days) I started the Adam. Unfortunately seems EVE didn't send anything to ADAM.

I don't understand this -- how come there's "ping Controller returned ECONNREFUSED" then?
Cannot reproduce it on locally running EDEN with EVE running about 15 hours without Adam. Log from console is available here: default-eve.log
